I am using Windows 7 and should like to know whether encrypting / decrypting software named Silver Key is compatible with my systems OS. If so, please provide details on installing and configuring it.

I can confirm Silver Key is definitely compatible with Windows 7.
I downloaded (Silver Key 4.1.2 enterprise edition) and installed it and no issues were encountered while doing so.
The installation might require a restart (in my case restart was not required).
When you are greeted with a screen like the one shown below, then if you are trying the software, select the first option and click Activate.
There are two multiple ways to create a parcel which can be securely transferred –

By specifying the file to be encrypted

Another option is to right click on the file to be encrypted and then supply the password.

There is actually no problem with the operating system you are using. Microsoft Windows 7 both 32-bit and 64-bit versions are supported. Silver Key is ideal for sending sensitive data over the internet and the receiver of the file doesn’t have to worry of purchasing or installing a separate program just to decrypt the contents of the file.
The encrypted files created by Silver Key are self-extracting so the person who will receive the file doesn’t need to install any program to decrypt it. Creating or encrypting a file is very easy. Just right-click on the file you wish to encrypt and then select “Create Parcel”. You can also make your file HIPAA compliant using the HIPAA-compliant encryption method if you need your data to be protected according to HIPAA privacy regulations. Silver Key uses Advanced Encryption Standard 256-bit encryption key which is highly dependable that greatly surpasses the requirements of HIPAA. It also supports FIPS 140-2 compliant mode that uses FIPS-validated CryptoAPI encryption engine to further strengthen the security.
Silver Key also applies a modern password dialog that completely simplifies the process of entering the password and thus minimizing the errors when entering the password. See image.
