Hallo Ellen,
For sure you can connect to the internet by using a dial up connection to your iPod, only that it should be having Bluetooth connection and it should be able to browse.
Turn both your computer's Bluetooth and the iPod's Bluetooth on, and then using the computer's Bluetooth, search for the devices within range. It should find the iPod; add the iPod to the computers devices.
After that, go to network and sharing center by clicking the network connection icon in the task bar, and then click on Open Network and Sharing Center. Next click on Change Adapter Settings, and then click on Bluetooth Connection.
The iPod device should be among the list of devices, right click on it and then choose Connect > Connect Using Access Point.
You should be able the surf the internet using the above method.

Lee Hung, thanks for the solution. I thought it was a hard thing to do.
I forgot to turn on the Bluetooth of both devices.
Following your steps I was also able to detect other devices.
Thanks.
