I want a tool that can control the bandwidth consumption of all applications.
I have tried using a splitter but some applications and programs don’t show up.
I need something that can control all traffic.
I have TMG 2010 and ANS ISA 2006.

You can try changing the bandwidth allocation for a program in the program settings itself, if it has that option. For example to set the bandwidth allocated to a shared client, right click on its icon in the notification area and you may see options to set download limit or upload limit. If it is not there try to open the program and searching in its settings.
However only some programs may have this option. For others you have to get a third party software that does that can allocate bandwidth. Some application uses so little bandwidth you can just ignore them. If you want monitor which programs get access to the Internet you can get a personal firewall such as Zone alarm which you can get for free.
