When using a song of a recognized musician of a popular rock group along with a user created video, are there any legal issues when publishing it to a website?

Copyright is literally the right to copy. Nobody has the right to copy anything that they didn’t create unless they’ve been given specific license to do so.

If you're not making profit you still can`t publish content protected by copyright. Even you give the names of the artist and the song, you can be accused of breaking the law authors rights. They can claim trademark or publicity rights infringement. 

The best option in this situation is to write to the artist's record label and ask permission. It will take a time but is the legal and safe way. You can search copyright fair use to see what its allowed to use that song.
