This is a broad question but let's get into details. 

1. Identity the database and IDE to use
2. Create the database tables and entities needed for the library rental system
3. Create flow chart on how will the computer rental system will works
4. Start working on your system

That just the main steps you need to consider in creating the said system. However, creating system flow chart is one of the important thing and it must not be skipped or missed out.
