Good day,
I just want to consult my problem on my laptop my OS is Windows 7 a notepad that named desktop.ini  is always appearing after i delete it now all of my files, subfolder, and also my hard drive disk has it too. I remove it once using AVG anti virus but they are still  automatically coming back on my computer

Desktop.ini shouldn't be your worry because that is where system files are. They are for temporary use or can be for permanent use even. That file is used to assign an icon or an appropriate thumbnail to your folders. This file is hidden in every folder and helps the operating system to customize views of each folder. To make it more simple, this file allows folders to have specific icons.
If you delete this file, you will delete how that file customized settings for each folder. Every time you delete, they would come back because Windows will build them again. They don't affect your system, so I suggest not to delete.

It not virus. It is default file of System. Normally it remains hidden. Do the following to hide this file.
1) Open windows Explorer.
2) Click on Organize, then click Folder and Search Options and Select View tab.
3) Check "Hide protected operation system files (Recommended)"
