What the push and pull replication for WINS refer to in general a way to ensure that there is full WINS replication between partners. They are also meant to make sure that the primary and secondary WINS servers that are used for any particular WINS client are push and pull partners of each other, which is an essential thing when it comes to proper WINS functioning in the case that there a failure of the primary server of the client.
You will notice that most WINS installations will tend to avoid the use of limited replication partnerships between the WINS servers. Limited replication can be an advantage too for it can be used to effectively support replication over slow network links.
