Do i need permission to build a new OS?

Hi. I'm willing to make a new OS changing the contents of red hat and ubuntu a little bit. Do I need to get permission from the Linux foundation?

Hello,
 I have read your problem and have best solution for you.
I have searched a very good and effective solution of your problem. As you want to change the O.S operating system as per your desire.

It is permissible but if you are doing it on your behalf for your own interest and for doing any experiment.

But if you want to do these changes in O.S operating system for the purpose of commercial then you have to take position legally from that particular O.S operating system owner.
