The answer to this both your question is NO. A device that works on 20W will need 20W to work. It won’t utilize extra electricity nor will it work if it gets less amount of electricity. This electricity power saver device can help control the fluctuation of electricity, which may increase your device’s life. But it is not a good idea to install one in a household.
