Im aware of the 802.11 wireless policy and their free frequency policy, however I see that there are places that restrict the transmissions of such signals? can the congestion of several wireless signals lead to a signal jam in that area and how can one improve on the signal quality over the area?

Well 802.11 doesn’t create any kind of jam. And how to make signal quality strong there are some solutions first try to find best position to place your Wi-Fi router, use latest drivers and firmware, and the last thing is upgrade your Wi-Fi hardware, if you have an old classic one then replace it with the new one which supports standards like 802.11n and 802.11ac, I hope this would affect the signal quality in your area.
