I have a Sony Xperia Neo mobile phone and I keep getting an Error 403 on downloading updates.
The update will start and it will stop with this error.

I have read your concern about updating your Sony Xperia Neo. Most of the time this kind of error appears when while updating your phone your connection drops and even if it was just for a moment the download would fail.
I suggest that you try to download where you have a good signal and internet connection.

I have reviewed your concern and try to resolve your problem. Please follow these steps to resolve this problem:
Go to Settings > Wireless and Network settings > Mobile Networks > Access Point Names (Yours Current service provider).
If there is a set of number in the PROXY, remove it and click Ok. You will notice that it will be written < not set > after you do it.
