There are many reasons why you are experiencing this error:
1. You are installing Trend Micro Titanium in Safe Mode.
Installing Titanium in Safe Mode won't work since Windows Installer Service cannot be accessed in this mode.

Please make sure that you have the latest version of Microsoft Visual C++ 2005. You can download it here:
You need to ensure that you are having permissions to install:
1) Clear the content of C:WindowsTemp
2) Go to this location: C:Windowssystem32DRIVERS – check is there a file tmtdi.sys. If it exists, delete it.
3) Download and run Permission tool from this location:
Close the tool when permissions are set.
4) Check these locations and delete all Trend Micro folders in them if you see them:
5) In Windows Vista/7 – go to Start and type in Search text box “regedit” (without quotations);
In Windows 2000/XP – go to Start, click Run, type “regedit” (without quotations) and press Enter on your keyboard. Search these locations and delete any Trend Micro entry if you find it:
Close Registry editor and restart your computer.
6) Try installing Trend Micro Titanium.
The most common cause of this problem is when your computer doesn’t meet the requirements of the Trend Micro Titanium antivirus. Trend Micro Titanium supports Windows XP Service Pack 2 or higher 32-bit only, Windows Vista Service Pack 2, Windows 7 Service Pack 1, and Windows 8 both 32-bit and 64-bit. It requires at least 800 MHz or faster processor, 512 MB RAM, and 500 MB free space.
Browsers supported include Microsoft Internet Explorer 7, 8, 9, 10, and 11; Mozilla Firefox; and Google Chrome. For Mac, it supports OS X 10.7 Lion or higher and requires 2 GB RAM and 1.5 GB free space. If you verify that your computer is compatible, download the Permission Tool. Once downloaded, double-click the program to run it.
A command prompt should appear then just wait for the program to finish. Once it is finished, try installing Trend Micro again and see if it works.
