Firstly, be sure that the Internet connection is ok. If yes, then go on to start the browser. Visit this or this links.
If the connectivity issues continue to exist, you can try and troubleshoot the problem from network and sharing center.
In case there is no problem diagnosed, it is advisable that you check whether your Outlook email account settings are correct. If they are, then you must delete suspicious email messages from your mailbox, they may block you from receiving messages via Outlook. Delete such messages by either directly accessing your mailbox by using your Internet service provider’s web-based email program or contacting your Internet service provider and asking them to delete it for you.
Check your antivirus manufacturer’s website for email scanning configurational steps if this too fails to help you. Check your firewall and see that it is configured to enable Outlook to access the Internet, especially the two files Outlook.exe and Msimn.exe. The ports 25 and 110 are for outgoing and incoming access respectively. See that they are configured simultaneously.
Lastly, if all else fails, try repairing/ reinstalling your Microsoft outlook or Outlook Express. This must resolve the issue completely.
