Hi People,
In my test lab I faced this error. I had built myself a new Service Template in SC 2012 but it failed to deploy.
For this, I decided to undeploy it but of no use. Instead I got this error.

Here’s how to fix it.
You should remove the service by using the Powershell command which is ‘Remove – SCService’.
You will see then the ‘Service Name’ or the actual < Service Name > it’s a hyperlink.
Click it and it’ll show you the host group, and the service that was hidden. Delete it.
And that’s it, Service Template is now removed! Â

Your issue is a very common one with System Center 2012, which means it is also a pretty quick fix.
The error code of 21970 refers to a possible conflict between your services and resources.
All you will have to do on your end is to double check that zero service or configuration is connected to the object at that moment. An example would be for you to double check that your service is not on or using the object that is listed in your error message.
If it is, you will need to fix that before you can make any needed changes to that object.
