I changed the scrolling options for my mouse device in the "Applies to" section, and now I am receiving the error " Some mouse settings might not work until you connect a Microsoft mouse to a USB port on your computer or set up a Microsoft mouse that uses Bluetooth technology". What can be the reason for this error? How can this issue be resolved?

There are some reasons for this error this can be incorrect mouse is selected in IntelliPoint software or problem with IntelliPoint software or driver. Application does not correctly recognize scrolling messages from the mouse.
To resolve this issue are as follows;
1. Choose correct Microsoft mouse and connect to USB port.
2. Uninstall any conflicting mouse software.
3. You have to perform a clean boot  and after than you have to reinstall IntelliPoint software.
4. Start HID service.

The error can be caused because of their is a mouse conflicting software.
There are multiple solutions to resolve this error.
Solution 1: Uninstall any mouse conflicting software
1) Click 'Start', Open 'Programs and Features' in the control panel
2) Open the 'Run' box, type 'appwiz.cpl', Click 'OK'
3) Follow the instruction wizard for uninstall and restart the computer
Solution 2: Select the appropriate drivers
1) Click 'Start', Click 'Control Panel'
2) Select 'System', Click 'Hardware' tab, click 'Device Manager'
3) Click 'Mice and other pointing devices' and expand it
4) Right click and select 'Properties' option
5) On the 'Driver' tab, click 'Update driver' option
6) In the 'Upgrade device driver wizard' dialog ox, click 'Next'
7) Click 'Display a list of the known drivers', Click 'Next'
8) Select your mouse, Click 'Next'
9) Click 'Finish' to complete the process of selecting the drivers
