For this problem I would suggest you to first reboot your system. Do not restart, try full shut down and then boot your system.  Check whether you have full administration rights after log in to the system. For windows vista while clicking the setup file, right click on it and choose run as administrator. 

1. Download a new version of the software again. Install the version without DTM and enable mass storage mode for   transferring file.

2. Install DTM in your system. Try to install the latest version.

3. Run the configuration manager again.

Windows 10 is not supported. It requires Microsoft .NET Framework 3.5 Service Pack 1 so make sure to install it first before installing BlackBerry Link.
