To resolve that issue, you will need to perform a "Selective Startup", otherwise called a "clean restart", before you install the administration tool:

On your computer click Start , and then type msconfig.exe in the Start Search box, and then press Enter to start the System Configuration utility.

After that go to the General tab, and then click Selective Startup.

You will need to clear the Load Startup Items check box.

And then go to the Services tab, and choose Hide all Microsoft Services, and then click Disable All.

After that click OK, and then click Restart.
