Hi,
Two days ago I borrowed my cousin’s personal computer and yesterday Avira Antivirus was installed. When I tried to use IE the following error message appeared.
ERROR MESSAGE ‘Windows cannot access the specified file, path or device. You may not have the appropriate permissions to access the item. ’
Is the Antivirus caused the error message?
Please help.

Hi, for some reasons, this issue seemed familiar vaguely and the error message may be about your installation of Avira Antivirus and appropriate permissions to access the items.
Therefore please check the file ownership and file permissions. Try these steps.
1. Open IE
2. Choose Tools and Internet Options
3. Select Internet, then Custom Level
4. In the section of Miscellaneous, set ‘Prompt (recommended)’ as below the screenshot

Avira antivirus is not for Internet security its hamper for your computer, so please remove this and try to kaspersky pure its work great. I use it and i like it.
Other option is:

Start internet explorer.

Click on tools.
-
Click on internet option.
-
Select internet and custom level.
In the misc section, set the lunching application and unsafe files.

This problem may cause for many reasons. User don't have the permission to the file. The file is on a location where it is not accessible. File has been moved or removed. Files is corrupted. It may be blocked by your antivirus.

I don’t think there is really a problem with your application. It seems like you don’t have enough rights to run the application which can usually happen on Microsoft Windows Vista and later operating systems even if you are already using an administrator account. You only need to start the program with elevated permission which usually fixes the problem.
Since I think you are using either Microsoft Windows Vista or Microsoft Windows 7, you can try starting the application as administrator. This will elevate the permission for the program even if you are already logged on as the administrator. Right-click on your HP application on your desktop and select Properties.
Select Compatibility tab and check “Run this program as an administrator” under Privilege Level section located at the bottom of the Properties box. Click OK and then start the program again. It should fix the problem. If it doesn’t, reinstalling the HP software will also help. But most of the time, running it as administrator already fixes the issue.
