I don’t see the relation why you need to install a new video card since it is only a converter and doesn’t require much of video processing. And as far as your operating system is concerned, I don’t see any problem either. I think the problem here is associated to the program’s permission because sometimes when using operating systems like Microsoft Windows 7, it is sometimes necessary to run a program as administrator which is not the case when you are using Microsoft Windows XP. This is a very common issue starting from Microsoft Windows Vista and later when running a program.

Try running VSO Blu-ray Converter Ultimate as administrator. In your desktop, right-click on the program’s icon or shortcut and select Properties. Go to Compatibility tab and at the bottom check “Run this program as an administrator” under Privilege Level. After that click OK and then try starting the program.
