Yes, there a software that develop/edit website in WYSWYG. You just drag and edit the interface the way you want just like designing in MS Word. You can try Dreamweaver. It is a software that develops a website in easy way.

Another is Joomla. Though this software is more sophisticated compared to Dreamweaver.

There are a lot of tools for website development that are for free and can be easily downloaded online. Since you are looking for graphical editors (meaning you don’t need to write) and that you wanted to style your web pages visually, here are my choices:

 

Komodo Edit supports HTML and CSS, has auto-complete feature for HTML tags and CSS properties.  Alongside with it, it is recommended that you should install HTML toolkit extension as well to get the most of out of it.  

 

With HTML Toolkit, you will have features like closing tag auto-complete and CSS image preview. 

 

Kompozer is for beginners and supports every HTML element, including images, forms and tables.  

 

Here you can edit your three modes:  

 

 

Source code – you can edit the full program like in a text editor

Split mode – lets you edit the Web page with view of the sour code and the layout

WYSIWYG – lets you edit the page and layout visually

 

Aptana it handles HTML and CSS really well and is for more advanced users.  

 

It has auto-complete feature both for CSS and HTML and has syntax highlighting.

 

Aptana is suited for Ajax and JavaScript development.
