It seems that error is from a dial-up modem. If you are still using a dial-up modem at this time and you receive that message, try restarting the modem. Once the modem is ready, try visiting the website again and see if it works. If your computer is connected to a router, try resetting your router.

If the Wi-Fi router has a power button, press it to turn off the device and unplug it from the power for about 10 to 20 seconds. Press any button on the router to drain any leftover power. After this, plug the router back to the power and turn it on. When the router is ready, open your web browser and visit a website then try clicking some links.
