Format and repair hard drive?

Hello Experts,

I am looking for a powerful utility program which scans and repair bad sector on my hard drive. Please tell me which is the best program to remove bad sectors. Also provide me the download link for the application.

I also want to know if formatting a hard disk removes the bad sector problem or not? Kindly, provide me your valuable suggestions for format and repair hard drive.
