Talking in the terms of Wikipedia,  a domain controller (DC) is a computer that just responds to requests of security authentication (checking permissions, log in, etc.) within a domain of Windows. It is a computer which is running one of the operating systems of Microsoft’s server, like Windows Server 2008 or Windows Server 2008 R2 except in Web Edition. It is mandatory to perform the below actions on a DC:

  • Turn on the Active Directory Domain Servicesserver role.
  • Promote the server as a domain controller for the organization.

You will have to add a domain controller(DC) when you decide that it is a cost-effective process for your organization having the unified and proper system of users, credentials, permissions, and groups that a domain of Active Directory provides, in addition to the policies provided by the Group Policy.

One of the advantage is that you can control a number of user and machine settings centrally, and also users can log onto any device in the network with only one username as well as password. The main benefit is the cost: All you need is a machine which will act as the domain controller, licenses for client access for the machines which are joined to the domain, the software license from Microsoft server, and personnel to manage the domain.
