I love using the Google Toolbar because it has a lot of uses for me such as bookmarking a website; checking a website’s page rank; translating text and many other things. However, I am not able to take advantage of it when I use Google Chrome. Can anyone explain to me why I am unable to use the Google Toolbar in Google Chrome?

Google Toolbar issues on Chrome
In Google chrome there is no Google tool bar as it is in mozilla firefox or internet explorer, but then is an alternative for that. The tool bar in chrome is to quite a Google Toolbar, but it is as close as you can get without any plugin API. Also, you will note that it has a lot of the functionality of the SEOQuake addon for which is mainly for Firefox, which can be so useful for Chrome when it comes to search engine optimization.
You can use them just like bookmarks, so what you will need to do is create a new bookmark, and then you will name it something that is self explanatory. As for the URL you will need to place the corresponding code. Google Chrome thus uses these do a good job of getting around the problem as addressed about the Google tool bar.
