Yes it is absolute true that Microsoft undergoes a practice which you stated. Microsoft has launched this program and named it as windows feed back program.
The purpose behind is not to expose the bugs in the windows program but only to participate the users actively and provide direct feedback to the company, and to help us to improve quality of software by getting information about your perceptions and experiences about the products of company, said by the Microsoft.
One can participate in the campaign, you have to check the following link to confirm if still option is available or not, keep in mind that Microsoft offers this only for the United States customers.
The process will goes as users will apply thorough above link, the selected users will have to options to input their perceptions in two ways:
- Through online surveys or by installing special client on their Pc which collects data automatically
- Company will pay back some stuff to users who may eligible in the form of free software and Xbox games like Microsoft Office 2010, Forza Motorspot 4.

I think the reason why I don’t see the “Sign Up” link is because my location is not included in the list of countries they offer the program.
And also I’m looking for the information that says about the benefits a user can have in participating in the program and it is not displayed if your country is not supported because the sign up page doesn’t appear. A participating user can qualify for free software and or can win prizes in the sweepstakes but it still depends on the level of your involvement in the survey.
At the moment, for those people wondering if they are qualified to participate, the Windows Feedback Program is limitedly available to countries namely Brazil, Japan, and United States of America for users 18 years old and above.
The program is offered in 2 ways: The survey feedback program, and The automated feedback program.
The second part of the program, The automated feedback program, is for those users using Windows 7, and Windows 8 but excluding the RT version. The computer should also be installed with Microsoft .NET Framework 3.5 and later.
