Yes, there is a way to connect ps3 to a VPN and the step by step guide is given below.
But before you start you need a crossover cable to connect your PS3 to the computer. These cables are available at any electronics store.
So before you start planning on connecting your PS3 to a VPN, get a crossover cable first. Now the steps are as follows:

Don’t connect your PS3 to the computer yet.

First go to the computer menu and select Control Panel and then Network Sharing Centre.

Now go the “Change adapter settings” and right click “local area connection” and then “properties”.

Double click on “IP 4” settings.

Click the check box where it says “use following IP address”.

Under the IP address section fill 192.168.0.1 and under subnet mask fill 255.255.255.0 and click ok.

Right click on VPN in your Network and Sharing Centre and choose “Main Sharing”.

Next to “Allow other network to connect”, click to choose the check box.

At the top you will see a menu called “Home Networking Connections”, go there.

You will see PS3 or Local Area Connection, now choose whichever you see.

Now click Ok without changing anything else.

Now after closing everything, connect PS3 to the computer using crossover cable and connect PS3 to the internet using the computer.

Now PS3 will be on the VPN.
