How to apply effect like original oil paint vector?

Hi guys. I reas ly love to oil painting and it has been my dream for as long as I remember. Different things should be used while doing oil painting on canvases , brushes etc . But I am searching for some tool which could apply oil paint vector features and effect s for creating mysterious pictures. Photoshop studio is well known but such feature is not supported by it as far I think. Please give some suggestions.
