How to automatically start an application in windows 8.1 after boot up?

Is there a way to start an application automatically in windows 8.1 OS. I remember that feature in windows XP and had used it a lot for innovative things. Is that feature still available? If yes how to access it? Are there any other utilities which do the same job? I want that application to run when that specific user login and not globally. Hope my requirements are clear. Please reply if some more information is required. I want this to help my sister with her computer usage. Thank you
