I just plugged in my iPhone on my laptop and then after syncing it, my phone just quit working. If I turn it on, it keeps on restarting by itself and my laptop won't let me get rid of that error message, it keeps on popping out.

You can bypass this error. You got to download a program its called iReb. Once you download it run the program on your laptop ; then select the iPhone you are using and follow the instructions. That the iReb will show you what to do and what to press, just follow it. That will help you restore your iTunes setting.
