you can do it several ways by using several image editors. It depends on your wish.  Adobe Photoshop users , Open the image in Adobe Photoshop. Click Image, Click Rotate Canvas, Select 180, 90 CW, 90 CCW, or Arbitrary to manually specify your angle, Microsoft Paint users, Open the image in Microsoft Paint. Click Image Click Flip/Rotate Once you've clicked Flip/Rotate this will open a box that allows you to flip an image horizontally or vertically or rotate the image by 90, 180, or 270. You also can use Picasa, GIMP, and thank you for your question. But if you want freedom just click (ctrl + t) then mouse over corner and drag to rotate freely.

Rotating Image can be done simply by opening the image in you windows image and fax viewer. If the image has been already opened, you can find buttons just at the bottom of the image viewer. If you will mouse over on each button, you will see a yellow pop-up message stating the function of that particular button. You find there the rotate clockwise and rotate counter clockwise button. Just keep on clicking the button and you will see the changes on the image while clicking the button.

Aside form this; you can use specialized software for image manipulation to rotate an image. Use Adobe Photoshop or a GIMP for free users. XNView also can do this job.
