Download a free program that will allow you to simulate a slow computer. Some examples of commonly used software are CPU Loader and Obrut. (See Resources.)

Click on the slow computer simulator program once it has been downloaded and run the program.

Specify the option to make the settings random by selecting "Randomize." This will allow the program to run other programs at random. This helps determine unpredictable outcomes and issues that might occur with the CPU running at full capacity and running multiple random programs.

Set the priority that you want the Windows processor to take when running the programs. Without setting the priority, your computer will base the priority on need.

You can simulate a slow connection for a page load by altering the proxy settings in the browser, which you can access by going to the menu of the browser and then click on tools, followed by Internet Options. Click on the Advanced tab and under it choose Network. Under Network, change the proxy settings that have been set. You can choose the option with NO PROXY. Click OK when you are done altering the settings.
You can also alter the IP addresses, to simulate a slow connection. Change the DNS server and gateway settings, use a different class for the IP address and see how your page is going to respond when you refresh.

You can try simulating a slow Internet connection resulting to a slow loading of web pages by trying to saturate your bandwidth.
You can do this by downloading files and using the maximum or close to maximum bandwidth or speed that your Internet service provider account permits you. While downloading, try and browse the Internet. The download should significantly affect your browsing experience especially for web pages that are quite large and contains a lot of data (flash presentations, pictures, embedded videos, etc.) to load. You can also try using extensions or add-ons for your browser that would allow you to throttle your Internet speed.
