Please tell me how to change Toshiba fan setting to avoid performance problems cause by the buildup of heat from the central processing unit.

The problem is caused by the build up of dust overtime in the laptop fan and the heat sink. I am sorry to inform you that you can't change the fan speed of your laptop as it is automatic.
You don't have to worry about your laptop being damaged because it will automatically shut down itself if the maximum temp limit is reached. It just needs proper maintenance and cleaning.
