A video file is already a compressed form of file. Compressing it further like using file compressors such as 7-Zip, WinZip, or WinRAR will not result in a much smaller file. Most of the time, the size of the file grows a little bit instead of shrinking it.
If you want to make the file size of a video smaller, one option you can try is adjust its screen size and make it smaller from the original. For example, the original video is 720 x 576. You can lower it down to like 640 x 480, 352 x 240, or 352 x 288 depends on you.
Lowering down the screen size of a video greatly affects the size of the file. If the size is still big for you and you want to shrink it further, the next thing you can try is to lower down the bit rate of the video. But remember, when you adjust the bit rate, it will affect the quality of the video.
A higher bit rate gives the best possible video quality but bigger file size. If this is not enough, the next thing you can adjust is the frame rate of the video. Standard frame rate for PAL is 25 fps while for NTSC is 29.97. Frame rate affects the smoothness of the video when played back.
