A good way to go about the conversion of the OneNote file to html will be by opening up MHT in Internet Explorer and then doing the following:

Click File and then Save As "Web Page, Complete (*.htm, *.html) format in Internet Explorer.
Note that you will need to do the above once for every section you want to convert to make the result an html file per section.

A third party will make things easy for you. The OneNote Web Exporter application will enable you to export a OneNote notebook as HTML files that anyone can view through a web browser. For instance you give it a OneNote 2007 Notebook and it will generate an HTML page and a folder containing all of the notebook data.
