I am aware of the VPN services provided by various providers that offer me to access all the websites even those that have a blocked access. Is there any way by which I can create a VPN at home?

I don't think creating a VPN is possible at home but you can obviously access aVPN service of another country by paying them. The VPN service actually works by having an Intermediate between the client and the server which is allowed domain by the government. Hence once when you want to access a blocked domain you get the information to the unblocked VPN server and the transfer that information to your system
