Using this software, you can crop and extract clips by moving the slider to where you want to start cutting and mark the slider again to where you want to stop cutting.
The DVD Cutter also has a converter that comes with it.

How Do I crop DVD scenes in DVD Cutter?
This is one fine addition to my collection of tools for my DVD collection. I have several DVD movies some are DVD disks that contain different movies in it that need extraction. This would be a great tool for cutting a part of a movie or if you have a DVD disc that contains different movies in it; it can be a handy tool for extracting the entire movie out of the disc. Or if you have one movie and you want to save a particular part of it into a file, you can use DVD Cutter for this job.
The only requirement to extract or cut the video is that it needs to be in VOB format. To cut or extract the part of the movie, simply set the “Start” and “End” points in the user interface then save the created selection as a standalone VOB file. This tool doesn’t only serve as a VOB video cutter but as a player, too, for previewing the selection you created.
It has very low computer requirements. You only need to have at least a Pentium 2 CPU with a minimum of 128 MB RAM.
