The USB ports on my PC are named USB – Hi Speed.
An old Pen drive I bought in 2009 does not work with this port.
Is it because the Pen Drive supports a different version of USB?
How do I find out, and what can I do to make my old Pen compatible with my PC?

That’s a easy process to know the USB version details. Just follow the below tips for know the version of USB drives:
For Windows XP users:

At first click on start button which is located at the bottom corner in your desktop or laptop.

Now select Run and then type devmgmt.msc on the text box under the run menu.

Now select Universal Serial Bus Controller tab and then select 'USB root hub and then right click on there then go to the Properties and finally select Drivers tab for see details
For Vista users:

How do I find out what version my USB is?
If your PC is new, it should support both old and new pen drive.
How do mean by it does not work?
Does the PC read it or not?
Have you tried plugging it on other PC's?
Or have you tried plugging in other Pen drives to your PC?
Your Pen drive could be damaged.
