I don't have much knowledge on 7130 but this issue also occurs in Cingular v.1.0.194 for 8700. To fix the issue, you will need to use the new version of your Carrier's Operating System. If you are unsure on what to do, follow the steps provided below:
1. Call anyone and before ending the call, activate the speaker phone.
2. Scroll the volume wheel up and close the speaker phone.
3. End the call.
This is an alternative way to adjust the volume level on your mobile phone.

Go to the PROFILE MENU of your phone and then, open it. Go to the bottom of this page and now, select ADVANCED and then, click it.
 You will come to see a list of phone profiles,
They are :
LOUD,
VIBRATE,
QUIET,
NORMAL,
PHONE ONLY,
OFF.
Now, go to the LOUD profile and click the menu button and then, select edit. Scroll it down and select Phone. Now, set the volume to High.
If you do not prefer vibration before any ring then select Tone, otherwise you can select Vibration+Tone.

I have a solution for the problem that you are experiencing. Did you know that you can adjust the volume of the incoming calls by finding the button located on the top right of your blackberry you will find two buttons on the top right one is for decreasing the volume of the incoming call and the other is for decreasing the volume of the incoming call.
And you can also adjust the volume of the incoming call by going to the settings panel of your black berry and find the sounds control and you will able to see there the volume you need to use in incoming calls
