Is it possible to format if the disk is write-protected on Windows XP? If yes, what are the process to achieve it? And how can I remove the disk from being write-protected? If it's not possible, what is the best workaround for this issue?

Is it disk or disk? For disks there are usually two types: CD-RW and CD-R. A CD-R can only be written once. You can't format it. A CD-RW on the other hand can be re-written. If you have therefore tried to format a CD and you keep getting an error message then most probably it's a CD-R which can't, no matter what you do, be erased.
However if it is a disk you meant then most of them whether they are write-protected or not can be formatted once you reset the relative values on the registry of your operating system.
