Microsoft realizes this and has made it very easy for its users to install their operating systems via USB flash drives. They started it with Windows 7 with their Windows 7 USB/DVD Download tool.

The Windows 7 USB/DVD Download tool works for Windows 8 as well. Basically, you just need to plug in your USB flash disk, click "Browse" and select the ISO file.

I think the most easiest way to transfer the windows setup files to a flash drive is using a utility software WinToFlash:

Otherwise you cannot run windows setup.
You have downloaded ISO file.
So, first unpack that ISO file.
After that, use software to make your USB Flash drive boot able.
