Do you have a Bluetooth Driver for your Dell?
If not, try these steps. On your computer, click Start (Windows logo), go to My Computer and choose System Properties, then click Windows Update, or simply click Start and type "updates" when you search programs and files, you should be able to see a Windows update.Â
Click on that and a new window will appear, choose Windows Update, after that choose Optional Update and look for the word Bluetooth. Check on that and click OK, after the installation the Bluetooth icon should appear in your system tray, if this doesn't work,
Go to this website and scroll down and look for issue 3:

How to set up and turn on bluetooth?
Hi Janet,
Make sure Bluetooth is turned on and your device is discoverable.
Choose System Preferences from the Apple and then Bluetooth from the View menu.
If you don’t see Bluetooth in the View menu, your computer does not have a built-in Bluetooth module.Â
Good luck.
