Try this:
1. Go to ‘Menu’.
2. Then go to ‘Settings’.
3. Select ‘Language and Keyboard’.
4. Then select ‘Language’
5. Select your desired language, as for you, ‘Japanese’. This will change everything on your tab to Japanese.
In case you just wanted to change the keyboard layout to Japanese, you have to download 3rd party app from the play store since you can just easily change the keyboard by the time you will be using it. Try this app which is from google:
https://play.google.com/store/apps/details?id=com.google.android.inputmethod.japanese
After you have installed this:
1. Long press on the text field/ text area.
2. Select ‘Change input method’.
3. Select ‘Google Japanese Input’ from the list.

If you have a Samsung Galaxy Tab, here’s how to change the language of your device. On your device, go to “Apps”, “Settings” then tap “Language and input” on the left pane. On the right, tap “Language” then select the language you want to use for your device. Note: if your tablet is in a language you don’t know, just tap the keyboard key icon.
This is a universal icon on all Galaxy tablets. If you want to add an input language on your keyboard, here’s how to add multiple keyboard input language. On your device, go to “Apps”, “Settings”, “Language and input” then tap “Samsung keyboard”. Next, tap “Add input languages”. Your device will automatically check for new language list.
