The full error reads:

“STOP: c0000135 {Unable To Locate Component}
This application has failed to start because ADVAPI32.dll was not found. Re-installing the application may fix this problem.”

The “advapi32.dll” file is located in “C:\Windows\System32” by default. This DLL file provides advanced Windows API functions related to Windows registry, applications, user accounts, and services. On Windows 7, you can try fixing it using the System File Checker utility. Insert your Windows 7 installation DVD on your optical drive then restart the computer and boot from the DVD.

On the Windows 7 installation DVD, select the language you want to use, time, and keyboard. Select “Repair your computer” then select drive C or the drive where Windows is installed and then click “Next.” In “System Recovery Options” screen, select “Command Prompt.” In the command prompt, type the following command then hit Enter:

sfc /scannow /offbootdir=C:\ /offwindir=C:\Windows\

This should fix the problem.
