This issue can be caused by several reasons, there can be a possibility that the apps you have installed on your phone are preventing your device to boot normally as these apps contain malware. Also, devices are prone to malware and viruses, so if proper protection is not provided, there can be issued rising. Most commonly, a corrupted or scrambled operating system can also be a reason behind the issue. Also similar to the blackout screen procedure you should try holding the volume up button (or volume down button) and the Power button. In some devices holding your home button is also a procedure.
