Yes, you are right. I have encountered the same error, and the culprit was a background running app.

Method 1

a. Press ctrl + alt + delete on keyboard.
b. Open Task Manager.
c. Right-click on any running app, such as skype, Internet browser, etc.
d. Select End task.

Method 2

a. Open Control Panel.

b. Change View to small icons by clicking on it.
c. Open Troubleshooting.

d. Click View All on the left pane.
e. Click on System Maintenance.

f. Click on Next when prompted.
g. Click on Troubleshooting as an Administrator.

h. Troubleshooting might solve your problem.
