Yes, it is possible to use the runtastic app in the offline mode. There's nothing you have to do except disconnecting your Smartphone from the internet. 
 
In offline mode you won't be able to access the remote data like maps and the online elevation isn't available. Also, the measurements won't be accurate as they would be if you are online. 
 
Once you're connected to the internet again your maps will be loaded and session uploaded.
