How to use vbscript outlook gear?

I need to disable or enable offline vb script so do i need  vbscript outlook gear? What do i need to be able to do such a things, it should be very simple but i don't have a solution

How to use vbscript outlook gear?

If you are using Vista or Windows 7 follow these steps:

First execute "Regedit" from the "Run" window (Windows + R Shortcut). Then open the Registry Editor.

In the "User Account Control" confirmation window, click "yes."

Then go to the node, "HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/CSC

On the right side of the pane, you will see list of registry values. Change the registry value "Start" to "4".

Close the windows and reboot the machine.
