The steps to fix the 0x80096004 error message are as follows:

Solution 1: Run Windows Update Troubleshooter.
Step 1: Click Windows Key+ X and select Control Panel.
Step 2: Type Troubleshooter and hit Enter.
Step 3: Select Troubleshooting and click Fix problems with Windows Updates.
Step 4: Select View All and click on Windows Update.
Step 5: Click Next then select Advanced.
Step 6: Select Run as an Administrator and select all the boxes.
Step 7: Click Apply and then on Next.
Step 8: Finally, Click on Close.

Solution 2:

Restart Windows Update Services

Step 1: Click Windows Key+ R, type “service.msc” and press Enter.

Step 3: Go to the C:\\Windows\\SoftwareDistribution\\ location and delete all the files.
Step 4: Again, open the terminal and start the Windows Update service.
Step 5: Restart the system, and try to run the Windows update.

Reset the Windows Store.

Hold down Windows Key+ R, type WSReset.exe command and press Enter. The command terminal will reset the Windows store automatically.
