When I launched the program, I received an error of "AdobeLinguistic.dll is missing".
I tried to uninstall then reinstall again but with the same results.

That is not the usual error thrown by Photoshop CS6 because it is a missing file error. That problem can be caused by a corrupted file. If you already tried reinstalling the application and it didn’t fix the problem, you probably have a bad copy of the program. One possible cause is if you downloaded the installer from other sources.
Unfortunately, Adobe Photoshop CS6 is no longer available for online purchase. But if you previously purchased a retail licensed Photoshop CS6 but you no longer have the installation media, it is still possible to download a replacement installer. To download a replacement installer for Photoshop CS6, go to Download Creative Suite 6 Applications.
If you have a Creative Cloud plan and you wish to install Photoshop CS6, go to Download and install Creative Cloud apps. On the other hand, you can also simply download the missing or corrupt DLL file. Go to Fix adobelinguistic.dll error and download the DLL file. Here, it will show you different versions of the DLL file.
Since you are using 64-bit Windows 7, download one of the two 64-bit versions of the file. If the file didn’t work, download the other one. To install the file, unpack the ZIP file and copy the DLL file to the installation folder of the application requesting it, in this case, Photoshop CS6. Start Photoshop and see if it works.
If this doesn’t fix it, copy the DLL file to “C:WindowsSysWOW64”. Next, click Start, Run, type without quotes “cmd” then hit Enter. In the command prompt, type without quotes “regsvr32 adobelinguistic.dll” then hit Enter. Restart Photoshop and see if it works.
