I need to overclock my PC. Help

I just completed building my first PC and I have been through lots of learning in the process. I have heard and read about overclocking and I understand that it involves a liquid cooler. However, I am not aware of the technicalities to be considered. For example, the voltages needed. My PC has an Asus Motherboard Z-97 A, Intel i7 4790-K CPU with 4.0GHz, 32 GB Crucial Ballistic Tactical Ram, Windows 7 Pro on 120GB HDD, 1TB HDD for storage and the XFX Radeon R9. The casing is a Rosewill Thor V2 and it has a fan with probes on the CPU, GPU , HDD and SSD and not one of them gets past 20 degrees celcius. How can I overclock it? Help me with the technicalities.
